Grandmother said this: Spoiler Warning ahoy!
Kagami's dad Riku appears on national TV to inform the citizens about the existence of the Worms and ZECT, and give a little stock footage montage recap of the series thus far.
The Worm's numbers have dwindled, and without the leadership of Nogi they have been reduced to hiding among the humans. Kagami believes that battle is almost over, but Tendô is convinced that the real battle is only just beginning.
All over the city, people with a new necklace-type sensor for detecting Worms phone ZECT whenever the normally green stones in the necklaces turn red. Zectroopers arrive on the scene and blast the fleeing Worms.
At a ZECT board meeting, Mishima expresses disgust over Riku's intention to dissolve ZECT and retrieve all of the Masked Rider Systems after the Worms are entirely defeated. Riku asks Negishi about the necklaces, which had been manufactured and distributed without his or Mishima's knowledge. Negishi explains how the necklaces change color in the presence of the Worms, and will be beneficial in defeating them quickly. Riku is impressed, but Mishima is even more upset, and tired of his boss always kissing up to the Natives.
Egged on by Tendô, Hiyori does some cookin' at the Bistro. That's about all she'll be doing for the remainder of the series. I guess there's some deeper philosophical meaning in the fact that she finally is able to create her own masterpiece lunch special, at least.
Kagami notes the necklaces' effectiveness after saving a fleeing woman from a Worm. Tadokoro receives a phone call from the 'troopers. It seems a truck transporting the necklaces has been destroyed, and the culprit moved too fast to be seen. In order to catch the mysterious attacker, our heroes arrange for a little fake-out by having Gatack waiting in the back of the next truck. Unfortunately, this happens:

Gatack clocks up in time to see that the culprit is Kabuto! Kabuto shoots at Gatack to cover his escape. Unable to comprehend what has just happened, Gatack finds himself lost for words when Tadokoro and Misaki ask him about who it was.
Walking through a back alley, Yaguruma finds a mysterious, warped photograph that catches his interest.
The ZECT heads meet to discuss Kabuto's actions, and Riku decides that Kabuto must be eliminated, much to Negishi's seeming disappointment. Riku apologizes deeply, shocking the other council members and "surprising" Negishi, who shoots a quick evil grin. Mishima is just ticked off at everyone right now.
Kageyama has gotten a terrible fever, but shows Yaguruma the necklaces, which the other man dismisses. He in turn gives Kageyama the photograph, and states that it is of the light they have been seeking.
Tadokoro relays the order to destroy Kabuto to Kagami, which he accepts willingly. Misaki asks if he can really bring himself to defeat Tendô, and he states that "only he" can.
Tendô's picture is in the papers, and he is now considered an enemy of the state. Even Juka sees this, and worries as her brother has not returned home in a while. Kagami stops by to ask if Tendô has contacted her, but he hasn't. He tries to comfort her by stating that he just wants to uncover the truth behind what's going on.
As Zectroopers hand out more necklaces to a growing crowd, Tendô casually walks up and scares everyone off. He beats up the Zectroopers, but before he can transform and destroy the boxes of necklaces, EVIL! Tendô appears. The latter has gone totally bonkers without Hiyori's affection, and challenges the real Tendô once more. They transform.
ZECT detects Kabuto, and Kagami and the gang speed to the scene. The battle between Kabutos is fairly evenly matched. They Cast Off, they Clock Up, they duke it out on a skyscraper. Knocking each other over the edge, they Clock Up once more and battle atop a piece of falling debris. Dark Kabuto formulates a plan for beating his counterapart, but the real Kabuto (in a voiceover) states he knows exactly what his doppleganger is thinking and is already a step ahead of him. Dark Kabuto prepares for a Rider Kick, and Kabuto does the same, but the black Kabuto uses the Kunai Gun to shoot out the ground beneath his enemy. He then leaps after Kabuto and Puts On, reverting to Masked Form. But Kabuto goes into Hyper Clock Up and reappears on the ground as Hyper Kabuto, Perfect Zecter in hand.
Hyper Kabuto knocks Dark Kabuto right out of his transformation with a Maximum Hyper Typhoon. "You are not me" he states as he leaves. Kabuto goes to destroy the necklaces just as Gatack and the others arrive. Gatack tries to ask Kabuto why he's doing this, but the other Rider's response is vague. Tadokoro takes out his own gun and opens fire, and the Riders clock up.
Mishima appears before an unconcious EVIL! Tendô, pleased at his "souvenir".
Gatack still tries to get some answers out of Kabuto, but the latter only reverts to real time and deflects the bullets, hitting Renge in the shoulder. Kabuto is silent as Gatack yells at him, but in the end flees, leaving the rest of our heroes stunned at his actions.
